                  <p class="paragraph_style_1"><span style="font-family: 'LiSongPro', 'LiSong Pro'; font-size: 18px; font-stretch: normal; font-style: normal; font-weight: 200; line-height: 24px; ">四月下旬的一天晚上，本拿比一位有三個學齡孩子的母親上網</span><span style="font-family: 'STSong'; font-size: 18px; font-stretch: normal; font-style: normal; font-weight: 400; line-height: 24px; ">浏</span><span style="font-family: 'LiSongPro', 'LiSong Pro'; font-size: 18px; font-stretch: normal; font-style: normal; font-weight: 200; line-height: 24px; ">覽，偶然登入本拿比學校局的網站，在浩瀚的文件中有一則議案（草案）引起她的關注，繼而仔細一讀更是令她大吃一驚。議案的名稱有點拗口，叫做</span>“同性戀恐懼症/異性戀主義” 政策(Policy #5.45 Homophobia/Heterosexism)。這位媽媽趕緊電郵給其它幾位家長，事情就這樣逐漸傳開了。在4月26日、5月10日兩次學校局會議上，申請到發言機會的家長們，對草案進行毫不留情的批評，并發動了兩次抗議活動，一周之内，驚動幾乎所有的主流媒體。 <br /><br />這個5.45議案事件到底有何奇特之處？第一，5.45議案聲稱要保護同性戀等有其它特殊性取向的學生在校不受歧視和欺淩， 反對異性戀優越主義。反對歧視，當然沒有人不支持。可是此政策中九成内容，都在闡述一套正面宣揚同性戀的“地毯式”教育計劃，邀請有代表性的同性戀、雙性 戀、變性人組織，進入校内爲學生提供資詢及輔助，培訓老師成爲輔導員，由他們直接代勞，從同性戀的定義開始，正面推廣其先進的價值觀，以及對社會的積極貢 獻雲雲，大有“文革工宣隊”進駐校園之勢，而且要融入日常教材，“日日講，月月講，年年講”，同性戀教育“從娃娃抓起”。對所有教材都要重新審定，凡涉嫌 冒犯“同志”們的都要删改，恐怕今後羅密歐與朱麗葉之戀也不能提了。不知某些組織如何能保證公正客觀地對孩子進行性教育或性取向甄别？孩子幼小純淨的心如 何承受這麽多有關各種“戀”的“性”息？ <br /><br />第二個奇特之處在于，兩年前學校局方面就開始讨論這個議案，只有17人參加，直到今年2月20日通過成爲草案，家長幾乎無人知曉，也沒有通知家長，保密工作實在到位，因此被家長們批評爲“黑箱作業”。校局辯解稱，他們曾經在社區報紙《Burnaby Now》刊登消息，不全黑箱，還透點光。 <br /><br />學校局聲稱将5.45隻是當成普通議案處理，沒想到反響會這麽大。這就更奇怪了，家長如此關心的重大的議案怎麽在他們眼中就 突然變成小菜一碟了？還是某些學務委員企圖瞞天過海、暗渡陳倉？世界人權宣言第26條明确指出，對子女的教育的選擇，家長優先權。在此事件中，如果沒有一 位家長的偶然發現，更多家長就這樣蒙在鼓裏，稀裏糊塗地“被代表”了。 <br /><br />本拿比學校局常常誇耀自己的多元文化做到如何如何，怎麽會吝啬到不将這樣重要的議案要點多翻譯幾種文字，讓學童帶回家？直到5月10日抗議活動前夕，學校局才扭扭捏捏地将中文譯本放在其網站上，華裔家長方得一窺全豹。 <br /><br />面對家長們的壓力，學校局将收集反饋的截至日期推後幾天到6月3日，但是還應該有大型公聽會，因爲絕大部分家長有權知道。學校局提供信息完全不夠，家長索要背景資料，還要花上千的費用才能拿到， 更有校局首領放出話來，即使1000人在外面抗議，也要讓草案通過。加國也有如此驕橫的“村官”？長此以往，本拿比的各位鄉親們隻好在下次選舉中，用自己手中的選票送他們回家了。<br /></p>
